Please show some leniency

I have just paid a parking fine. I appealed against it but was turned down. What had I done and why did I appeal?

On my introductory morning to volunteering at the charity bookshop the only parking space was on St Mary’s. I clock-watched all the time to be sure of not staying longer than two hours but found the dreaded yellow envelope on the windscreen. Why? I had been so anxious to be back by 11.40am that I set the disc at that time instead of 9.40am. I apologised, explained and asked for leniency given that it was not deliberate, I had not outstayed my time and I had been trying to make a contribution. I was fined for my pains.

I feel this decision does not reflect well on the borough council.
