Chair of NALC, Coun Iain Hamilton, said: "Connor Mulhall demonstrates the impact young councillors can have in shaping their communities.

"His dedication, vision, and hands-on approach set a high standard for local leadership."

Coun Mulhall acted as council lead on a planning application for more than 1,000 new homes, ensuring the development aligned with the neighbourhood plan, provided eco -friendly solutions, and improved transport links.

Through extensive consultation with developers and community groups, the project included a community heating hub, solar panels, and an incredible edible scheme, later voted Plan of the Year by the Royal Town Planning Institute.

These efforts are credited with strengthening two-way engagement, increasing social media reach, and improving residents' confidence in the council.

Coun Mulhall has also played a leading role in major community events.

He chaired the organisation of the VE75 weekend celebrations in 2020, navigating Covid, financial risks, and communication challenges.

The celebrations were successfully repurposed for the 2022 Platinum Jubilee, delivering more than 20 events, including a Proms in the Park finale attended by more than 3,000 people.

As chair of the property committee, Coun Mulhall also oversaw the redesign of Sandringham Park playground.

Recognising the need for clearer council communications, he co-created and chairs the communications committee.

He developed a comprehensive communications strategy, launched a new accessible website, delivered budget bulletins to every household, introduced councillor surgeries, and produced a clear ‘who does what’ guide.

The National Association of Local Councils (NALC) is the national membership body representing the interests of more than 10,000 parish and town councils in England.
