Facelift for derelict Spacey Houses Farm

A derelict farm in Pannal is set to be overhauled creating 19 new homes after Harrogate Council’s planning committee unanimously approved a local building firms plans.

The committee’s meeting was interupted several times by objector Harvey Alexander whose daughter Stephanie lives on neighbouring Walton Place.

“I will be complaining to the local government omnbudsman,” said Mr Alexander.

“I don’t feel I have had the chance to have my say and I think some of the information in the officers report was wrong.”

Mr and Miss Alexander had objected to the plans to convert the listed buildings into homes on the grounds that traffic would be increased on the narrow Walton Place.

“It is an accident waiting to happen,” said Miss Alexander.

Planning officer Neville Watson explained that plans to demolish the end of one of the buildings to provide around 8m of two carriageway road as a passing point at the junction of Watson Place and Princess Royal Way was a compromise reached after years of discussions.

“Drivers will have to use a degree of common sense and wait until they can fit up the narrow road,” he said.

Coun Ian Galloway agreed: “If you drive a car nowadays you have got to have your wits about you.”

Coun Anne Jones said she sympathied with the objectors but emphasised the importance of protecting heritage buildings.

She said: “We have to protect heritage aspects even though often they don’t agree with modern living.

“This scheme is suitable and should be commended.”

Jenny Jacobs from Harrogate Borough Council said the council were happy with the developments affordable housing provision.

“A previous plan approved for the site offered three affordable homes whereas this plan will give us four,” she said.

“It isn’t just the benefit of the extra unit but the size of the units too.

“This plan will give us two terraced houses and two one bedroomed flats which will help meet our need.”

Harrogate Borough Council had previously granted planning permission for 14 new homes on the site and planned to knock the buildings down.

However Pannal residents campaigned to save the buildings and English Heritage stepped in to list the premises just days before bulldozers were due to begin work in October 2008.

This latest plan by builder David Batchelor, who grew up in Pannal, will see the original stone buildings saved.
