Residents have dismissed plans for 600 homes at Penny Pot Lane as ‘ludicrous’ and ‘impossible’ a week before they are to be considered by the Harrogate Borough Council.
Nearby residents’ associations and councillors have spoken of their fury at developers, Hallam Management Ltd and Persimmon Homes application for 600 homes, a primary school and retail facilities at the site north of Harrogate.
Catherine Wright, chairman of the Queen Etherlburgas Residents Action Group gathered over 200 signatures for a petition against the development.
“The traffic will be a nightmare, everyone is worried about it.
She added: “Harrogate used to be a forward thinking place but this plan is just ludicrous. Why aren’t people looking at the idea of an eco village? This is just such a narrow minded way of trying to fill a requirement.”
Dr Rosemary Carnaghan of the Duchy Residents Association said: “The plans have just one entry/exit point. These plans are fundamentally flawed. It’s impossible that a site of that size should have just one exit.”
The plans will go before Harrogate Borough Council’s planning committee next Tuesday (January 14) and councillors have been recommended to defer plans to the chief planner who will be authorised to approve plans subject to conditions, with the district’s lack of five-year housing supply is cited as reason to allow approval.
Coun Don Mackenzie (Cons, Saltergate) said: “The plans are premature, why not wait for the draft Local Plan to comeback from the inspectorate rather than jumping the gun?
“At the moment we are just 117 homes short of the supply we need, that shouldn’t mean we have to pass so many homes.”
Murray Tranter, chairman of Harlow and Pannal Ash Residents Association said he was still hopeful that the planning inspector would remove the Penny Pot Lane site from the district’s local plan.
He said: “The traffic problems will be dragged all across Harrogate, not just around the site. There just isn’t the infrastructure for a sustainable site.”
Simon Usher, director at Persimmon Homes Yorkshire, said: “We are delighted with the planning officer’s recommendation.This has been generated after many months of discussion and will create a development that is environmentally sustainable, an attractive place to live and will provide much needed homes in the Borough.”
