Minutes of the Pateley Bridge Town Council Planning Working Group, February 16

Parishioners' Representations - Change in opening hours of Barclays Bank, Pateley Bridge. A parishioner expressed concerns that the local branch of Barclays would now be closed on Thursdays. Coun Henderson said he would raise the issue with the Business Association. AGREED – to write to Barclays expressing concern.

- Older Person’s Housing Strategy (NYCC). A parishioner drew attention to the scheme’s search for suitable sites or existing properties which might be developed. The Mayor said that Councillors would continue to monitor the situation.

Planning Matters

Applications to Harrogate Borough Council.

Mr. G. Whittal. Forge House, Pateley Bridge. Erection of two storey side extension with balcony and veranda and installation of French doors to rear. Council had no objections.

Mr. & Mrs. Clarke. Springhill Farm, Fellbeck. Erection of attached agricultural building to north elevation. Council had no objections.

Decisions by Harrogate Borough Council

Observations on BT Payphones. BT consultation on the proposed removal of payphone kiosks at Glasshouses and The Raikes, Wilsill. The Borough Council had objected on heritage, safety and amenity grounds. It proposed conversion to card payment in order to protect the facilities for emergency use.

Mr. R. Jarman. 9 Park Road, Pateley Bridge. Conversion of storage area and garage to form 1 flat (Site Area 0.01ha). Granted, subject to conditions.

Mr. & Mrs. Langley. Mandalay, Blazefield. Erection of single storey rear extension and replacement single storey front entrance. Granted, subject to conditions.

Tree Preservation Order: Beech House, Pateley Bridge. Provision order now confirmed.

Enforcement matters (Harrogate Borough Council)

Siting of caravan, Sandy Lane, Glasshouses. Confirmation of planned site visit received.

Footpaths - Righouse Barn, Smelthouses. A footpath diversion order had now been sealed by the County Council. A notice will appear in the local press on February 19 and will be posted on site. The closing date for objections was March 19.

Correspondence

Dog Fouling. Harrogate Borough Council have indicated that the dog warden would investigate and increase number of patrols. Complaints should be directed to Dog Warden Service (01423 556633). Couns expressed concern about the state of Millennium Green and the Recreation Ground. AGREED – to write to Bewerley Parish Council asking to consider more signage.

Council offices – provision of emergency lighting. Harrogate Borough Council said no funds currently available, but request would be added to future programmes.

Roses Cycle Route. (Min. 3(a),2.2.10 refers). Rupert Douglas had written thanking council for the opportunity to speak at the last meeting, and confirming that a forthcoming consultation organised by the county council would be an opportunity to raise issues about better signing and reduction of speed limits. The AONB planned to organise an event for tourism businesses in May to publicise the route.

North Yorkshire Housing Strategy. The first Single Housing Strategy is now in its final stage of development with a target for finalisation by the end of March. Information available on www.northyorkshirehousingstrategy.co.uk.

Great North Air Ambulance. A request for grant aid had been received. AGREED – to respond regretting that Council were unable to agree as the organisation did not comply with existing regulations.

LEADER Parish Caretaker Scheme. The Yorkshire Dales Millennium Trust had invited council to take part in an information meeting, March 25 2010 (10-12 a.m.) at the Nidderdale Plus offices. AGREED – that Cllr Dennis Dobson and the Clerk would attend the meeting.

New premises for Youth Club. The Pateley Bridge youth club now had a base at the Methodist Church. The club would be open from 7-9 pm on Tuesdays. AGREED – to publicise this information in the next Parish newsletter and the Community Directory.

Harrogate Rural Safety Schemes. A letter from Highways Division of the County Council informed Council that the programme would cease as from March 31 2010. A review of income/expenditure of the source of income (on-street parking charges) had established that there was not likely to be any residual income to support the programme in future.

Council Business

Nidd Plus Statistics. A copy of Nidd Plus enquiry statistics for January 2010 noted.

Memorial Hall Committee. A letter from the Secretary had asked for a nomination from Council to serve for the following year, Coun Skaife nominated.

Commuted sums. Letters acknowledging the thanks of the Memorial Hall Committee and Glasshouses Cricket Club received.

NY Strategic Partnership Consultation on Priorities. Coun Kerr noted that alcohol had been listed and suggested that drugs should be added.

Proposal to develop a Parish Charter between county, parish and district councils. Coun Henderson had attended a recent YLCA meeting, and reported a lack of enthusiasm. Coun Henderson and the Clerk will compile comments on behalf of Council.

Caretaking contract 2010-1. Decision made: to continue to advertise the caretaking contract; to adopt the new Job Description; to adopt a slightly amended version of the application form.

Exchange of Information

Playing Field: Winter 2010. Ripon Cathedral Development Campaign information. Safer Neighbourhood Group: Notice of AGM on 3.3.10, Harrogate/Ripon CVS Circulars – Spring.

Gritting, Top Wath Road. Coun Jefferson received a complaint from an elderly resident who had been unable to leave her home during recent bad weather because of the ice. An enquiry to Highways had resulted in a statement that Top Wath Road was a Priority Three route for winter treatment, and the replenishment of salt bins and heaps had been halted. A further letter had been handed to Coun Jefferson by a resident drawing attention to difficulties caused by the steep hill and concern felt if a doctor or ambulance should be required. AGREED – to write to the Housing Department, drawing attention to the problems faced.

Smelthouses Turnpike Bank. Council sent a copy of a letter directed to Highways Department by parishioner in Smelthouses, drawing attention to inappropriate and dangerous driving of large tractors on the lane, and damage to an old open water course and adjacent stone side wall. As a result of damage, excess water was causing hazardous ice to form on the lane. The parishioner had asked Highways to introduce a speed limit of 20 mph and reinstate the water course. AGREED – that the Clerk contact the parishioner to ask if he had reported the matter to the police; to raise this issue at the next CAP meeting.

Garden behind Feastfield Medical Centre. A resident asked if anything could be done to improve it. AGREED – that Cllr Jefferson will meet with the resident.

Leaking sewer, Church Street. The sewer is on private land and work was in hand by a private contractor acting on behalf of the Diocese of Ripon.

Cardboard dumping, Southlands Car park. Coun Ellington reported further dumping and provided an address label retrieved from the waste. AGREED – to write to the parishioner concerned explaining the situation.

Drain cover, The Raikes, Wilsill. Coun Dobson reported that a drain cover had disintegrated. AGREED – to report the damage.

Surface water, Sandy Lane. Coun Dobson reported that water, coming out of private land, was adversely affecting Sandy Lane. AGREED – to write to the parishioner concerned, sending a copy to Highways Department.

Dog Fouling, Glasshouses Play Area. Coun Wardman said he would contact the warden and agreed to check out the signage.

Damage to bus station. No reply had been received from the delivery company whose driver had caused the damage. AGREED – to obtain a quote for suitable repairs to be effected.
