Minutes of the Bewerley Parish Council meeting, February 15
Apologies - Couns Sands and Bird, Fort.
Present - Couns Skaife, Hawkesworth, Kirkbright, Prince, Lever, Linehan (Chair) Marshall and Martin (clerk) Members of Public; Mr and Mrs Ledbetter.
Planning Applications - Extension at Bobbin Mill Cottage Glasshouses - No Objection. Decisions - None received. Enforcement - Requested replacement of trees at Gaddfield Wood has been carried out.
Council has received observations on proposed removal of telephone kiosk on Bewerley Green from Head of Planning services which are in accord with the views of the Council.
Request for Deeds of Easement at Minehouse. Clerk will seek legal clarification of Councils’ position in regard to this request.
Reports and Matters arising
a) To consider Rural Road safety scheme. Funds in support of this scheme have been removed by HBC. The 5,000 held towards improvements at Bridgehouse Gate will still be available. Resolved to ask Chairman to lobby for reinstatement of the Scheme.
b) To report on meeting of Emergency Planning committee. This was provided by the Chairman. Resolved to contribute towards the cost of the Emergency Planning Scheme.
c) Caretaker tasks were discussed. There is now an appointed co-ordinator for the Leader funded Yorkshire dales Millennium Trust, Gillian Muir who will work with Katy Penn at Nidd Plus to provide information and training to optimise the caretaker scheme.
d) Trans-Pennine Cycle Route. A representative from Sustrans has attended a meeting with PBTC. In spite of safety reservations the route down Greenhow Hill remains the only suitable route for this project. Resolved to accept this route.
e) North Yorkshire Housing Strategy. Council was informed that this is in the final stages of development and is due to sign off by March 31 2010.
f) To consider progress with problems at Greenhow Village Green. The clerk has spoken to Simon Evans Solicitor for NYCC and provided documentation. No advice has been received yet.
g) Report from chairman on recent Branch meeting of YLCA and proposal for a Parish Charter. He and the other delegates from Bewerley were not impressed with the vague arguments for this initiative. The meeting had generated a lot of paper.
h) To discuss proposed standing orders. Not all members had sight of the draft from the clerk. Cllr Lever had downloaded the orders relevant to meetings from the latest NALC Model Standing Orders. These were distributed. The clerk will attempt to incorporate the regulations where necessary into the original framework and report back. Council did not support purchase of new model Code of Conduct proposed by clerk
i) Parish Charter see Para 5.g.
j) Coun Skaife reminded Council that she still intended to arrange a Christmas tree with lights on Bewerley Green next Christmas and that restoration of the water trough is still in progress.
Correspondence - Update on Winter weather problems from NYCC was discussed. Priority 3 routes and some Priority 2 routes will no longer be treated and salt bins will not be replenished at the moment. County Coun Fort has advised that winter weather service provision will be discussed at a forthcoming meeting of Nidderdale Councils.
Request for financial support for The Great North Air Ambulance was declined as it is against the current Council donation policy.
Mailing from Harrogate CVS passed to Coun Skaife.
Newsletter from Rural Action Yorkshire, Country Air circulated.
Email from Sarah Drew on various topics. This was discussed.
Finance Money out: Caretaker - 60. Money in: None. Clerk has invoiced PBTC for a share of the cemetery field rent (35)
Chairman’s remarks. Sponsorship of event at the Nidderdale High School Horse show still under consideration.
Subsidence in Cowpasture Lane is worsening and will need remedial action.
There will be an annual meeting of the Safer Neighbourhood Group committee on 3rd March. The chairman volunteered to stand as chairman of this committee.
There will be a meeting of the Nidderdale Strategic Partnership on 4th March at Nidd Plus.
Coun Skaife will continue to serve on the Memorial Hall Committee.
